Alright so I've tried my original Fo2 disk and the one that came with the trilogy pack (1, 2, Tactics) and gotten the same set of errors.
All the workaround data doesn't seem to fit it.
First off - system stats that changed
OS. Windows 8.
now before you go into "omg get off that windows 8 thing!" that's why I am here. To get this wonderful game and restoration patch to work for the future!
First Error:
Something about unable to load video 640x480.
Was able to bypass this by simply removing the ddraw.dll out of the folder. (copied to desktop, deleted from folder.)
This allowed Fallout2 to go past this and into the "error loading cities" error.
I have not found a walk around for this one. checked the ini's and anything I could open to find "cities" and not found a thing yet.
I never had this much issue before.
How I installed:
Installed Fo2 (either from Fo2 or from Tril pack)
Installed Restoration patch (2.1.2b)
Attempted to Run FO2.
Now trying to do anything with the compatibility will give the error " fallout appears to be running in compatibility mode" and will NOT play. so no walk arounds that involve going into compatibility mode work as of yet.
Any ideas?

Oddly enough, simply closing previous attempts and Replacing the ddraw.dll into the folder, appears to have fixed it!
It is running fine as of now... Lol.
So. Steps to get Fallout2+Killaps2.1.2b to work:
Install Fo2.
Install Killaps.
Run Fo2 - get error.
Remove "ddraw.dll" from the FO2 folder.
Run Fo2 Again - get new error.
Close all windows.
Replace "ddraw.dll" into the Fo2 folder where you first got it.
Run Fo2 one last time.
Play.
