Having trouble installing Hi-Res Patch v4.1.7 for both Fallout 1&2

I was trying to install the Hi-Res v4.1.7 patch for both 1&2, but I keep running into the same issue with both games. I extract the files to the game, try to run the config file and I can't enable the mod saying that "an unsupported version of either fallout 1 or 2 was detected. And before you say it, I know there are two versions of this mod, one for F1 and another for F2. They are also the steam versions. I have used these mods before on my laptop a few years back, and now I have a brand new pc I built I want to install the new versions of this mod.
Any ideas on what to do?

AFAIK hi-res patches don't support EXE in Steam versions, you can try to replace them with ones from old official patches.

Also, make sure your *.exe file is not write-protected by UAC or read-only attribute checked.
