healing powder questions

I took a bunch of healing powder to save the stimpacks but then realized that they lower your perception. Does your perception ever get restored?

Yes your perseption gets restored eventually.

The best use for healing powder is for your Hand-To-Hand fighters since they don't really need Perception. Healing powder isn't worth using on your characters who rely on ranged weapons.

Personally I use the healing powder as trade items.

I also use them if i get shot up in the wasteland to much or at the end of a mission. Then you get to travel anyway and then your perception will be restored.

The perception loss is not permanent. It will come back in time (usually as you travel from one area to another)but you might want to keep the stimpacks handy instead and only go for powder as a last resort. Usually I just sell/gamble them away for better stuff, but you usually can loot so much of it, even later in the game. It always seems like one or more characters have some bags on them during a mission.

my advice is if you have them, use them, but when you get back to the bunker barter them for the good stuff like stims and medi-kits.
