Help F02 (restoration project) EPA fixing light generator

First time out of the vault
So it seems i came to this Point in the game (Fallout 2 EPA base) in which the holograms tell me to fix the light, as lfar as i know u cant fix the generator if u havent been given the mission but still after they gave it to me i go into the generator cliking on repair and going something like "it seems like there is nothing wrong with the generator. Is just not working" Is my fixing skill to low (53) to even know what is wrong with the generator? or this is just a bug in which the game acts as if i was never given the mission. I checked some gameplays and people seem just to find the problem after they have been given the mission. I dont know what to do, at the least other computers on the facility tell me i dont have the hability to fix them so what do u guys suggest for this.
