Help needed: Skill and other character poins in Fallout

Look, Ma! Two Heads!
Does anyone know how the skills are converted into "real-life stats"
I'll explain: for example... if you've got a small guns skill of 25% how does FO calculate the hitting cahnce, critical chance, etc... IO currently uses a skill-independent (and very lame) conversion, and those things are really need a cleanup... And not only the guns... consider the Lockpick, or Steal skill, or how does the Stength affect your HtH dammage, etc...

Hope you can help me out with this...
 
How stats work

Imagine a 100-sided dice; the game rolls such a dice, and if the result is less than or equal to the skill (e.g. 25% in small guns) then a hit is scored. I guess it's the same system to calculate if a critical wound is achieved once a hit has been scored. In real life, 100-sided dice are usually emulated by throwing a 10-sided dice twice.

I don't know if this helps, but it's the best I can do.
 
As for how strength affects hand-to-hand damage, if you look at the character screen you'll see Hand-to-hand Damage. This is apparently added to the base damage of close combat attacks to calculate total damage before armour saves are taken into account.
