Help needed

Having a major problem with the game. I cannot find the 'general' to recieve briefing for subsequent missions. So got stuck with the game in the alpha bunker after completing mission 1. Please tell me is this a bug or what? Thank you
 
While in the bunker, go into the PipBoy and check the map. Click on the grey circles and they tell you what is in each room. One of them contains the general.

Also, pass the cursor over the different people in the bunker and it will tell you who they are. The General is clearly identified as such. He's also one of the people who never move (unlike all the others scurrying about).
