Help! Start every turn with -1 AP! (fallout 2)

Hi, i decided to give this game a try recently, but something weird start happening. When i click attack and enter combat mode, it displays 10 green bulbs but only 9 are lit which means i start every turn with 9 action points instead of the 10 i am supposed to have (10 Agility).

Please help!
 
What perks did you select? When in the game did this start happening? Are you addicted to anything?
 
I forgot to mention, this is definitly a bug (happens even if i start a new character). It doesn't happen every time i enter combat, but definitly more often than not.

Please tell me if there's a workaround!

Give us more information. What perks/traits does your character have? Are you overloaded?
