Look, Ma! Two Heads!

Hi all,
I've had this mod idea for quite some time, but aside from editing and compiling a few scripts, I've never actually modded FO2 before and I'd really appreciate some help.
The basic idea is kind of simple. I want the Slavers to actually try and enslave the player in random encounters. I want them to offer the player a chance to surrender using a forced dialogue. If the player rejects the offer or refuses to surrender then everything plays as usual (i.e. the slavers are hostile). If the player surrenders, he'll be deposited in one of the slave pens (e.g. Bazaar/NCR, Slaver's Guild/The Den or the one where Sulik's sister is held in RP) and his equipment/inventory will be placed inside a container somewhere outside the pen.
As the second part, which is probably more difficult to implement, I want the slavers to sell the player character to either a random party (slaver or merchant) which travels around the map or perhaps to the Vault City after a random amount of days, if the player couldn't or didn't want to escape.
An optional third part would be adding an explosive slave collar (FNV style) to the PC in order to prevent his escape and a controller to the "slave owner" so that if the owner dies in a random encounter, the player would have to loot his body and pick up the controller to disable the collar.
I don't know of any mod that does something similar, so I don't know which files need to be edited or added. Any help/suggestion's welcome.
PS. Forgot to mention that I also want the mod to be part of the Restoration Project or rather a mod for it.
