Here's how to beat Kansas City... (spoilers)

My team:

Hero: Sniper Rifle + Incendiary Grenades, 155% SG, 100% Throw
Farsight: Sniper Rifle, 155% SG
Stitch: Sniper Rifle, 155% SG
Jax: SAW + Rocket Launcher (explosive), 135% BG
Rage: Pancor, 145% SG

I also had some chick in my team that was only recently available..she has a brother, and they both use big guns. Anyway, I had her with a Laser Pistol, since she had really good EW skill.

Make sure your combat mode is on ITB. You'll need to make every moment and every AP count.

Get briefed by the general. Press ESC to exit the brief, tab-select Rage and the EW chick and move them a few steps from the main group, then drag-select the remaining 4 guys and send them to the south gate. Send them out as far as the car that's about half a screen from the ghoul sandbags, so that when the idiot who runs out trying to melee the mutants comes out you'll be a few steps ahead of him and they'll shoot -you-, not him (except for the ones with gatling guns, they just shoot everyone..watch out). Send Rage to the north gate, positioned behind the sandbags since there's mines out there, and send the EW chick to the West gate just outside of the sandbags (about an inch on screen).

Just as you're finishing positioning, the battle should ensue.

And no, you won't have spoken to the Bishop yet. Forget about him for now.

North Gate: There's 4 mutants total here, and only one of them can fire at a range (at least, only one of them -did-, as I recall). The ghouls are useless and will fire at random mutants, so use Rage with single fire (farther range) to attack the ranged mutie. If you can't hit him, move a little closer, but watch for mines (Rage in my game is also my Traps man, so he can see them anyway..). The three muties who try to melee will be gunned down, if the mines don't get them. As soon as all four are dead, send Rage to the West gate to support the EW chick.

West Gate: At first you just have the EW chick, but that's okay, because at first this gate is pretty easy. Try to snipe the guys at a decent range with your Laser Pistol. Due to this girl's awesome Fast Shot, the Laser Pistol takes only 2 Ap to fire, which means her 9 Ap gets you 4 shots and 1 movement. Have her move a step closer for better accuracy, then fire four shots. Some of the ghouls might burst their weapons, but if you have Environ Armor you should be fine. The muties here tend to come in pairs, but they're mostly melee so it's not too tough. When Rage arrives, the party begins. Have them advance about half a screen down the road from the ghouls, and take out any enemies who come. Put Rage in front of the chick since he has a shotty. Single if they're distanced, burst 'em if they get close. Watch out for the one or two that try to come around the side area and get to the ghouls...use the EW chick to take them out so you don't hit the ghouls with shotty scatter. This side isn't that hard. Don't advance too far or you'll encourage more of the muties to come at once, and there's also a couple on pillars that can put a hurting on you (one with a Rocket Launcher and one with a Browning).

South Gate: This is the tough one. You've got about 20 muties to deal with all at once. Joy. Fortunately, you have three snipers and a heavy gunner. In general, have Jax do nothing but the SAW...with his Fast Shot he can do two per sequence. Then, have your snipers clean up the damaged muties. Focus your attack on mutants with guns, especially the ones with the miniguns. Also, do your best to keep in front of the idiot ghoul who tries to run out and melee with them. In fact, if you have time, have someone feed him a few drugs so he gets knocked out...that way he won't run furthur into the fray, and you can just stay ahead of where he is so he doesn't suck any bullets. Although there's alot of mutants, and you're far enough away that the ghouls are a minimal assistance, Jax's bursts will do good damage to the concentrated groups and your snipers will be able to take good care of the remaining men. Don't do called shots, however, since you can pull off two regular shots instead.

If you position yourself fast enough initially, you don't waste sequences trying to move into place. If you begin the battle with everyone in place, except for perhaps Rage who can show up a couple sequences late to North Gate and the action still won't have started, you stand a much better chance of the ghouls surviving. The only ghoul who is particularly difficult to defend is the one who runs out to melee at South Gate, but if you stay ahead of him he should be okay. Don't be afraid to stim him if you need to. If he dies, it's okay...one ghoul death won't ruin the mission.

Anyway, after the assault is over, then talk to the Bishop and things should be okay. Comb the map until all the muties are dead (the "Protect the Bishop" objective will show up completed), and that should be that. Note that using your snipers, you shouldn't have any trouble taking out at least half the non-assault mutants on the map from a distance where they can't strike back.
