HiRes Patch doesn't do anything! (Fallout Tactics)

First time out of the vault
A long time ago I played this game but I saw that there's a High Resolution patch so I installed it again and downloaded the HiRes patch. But I can't get it to work.

I hope someone can help me out with the HiRes patch.

I have the original game on CDs. I have patched it to V1.27.
I put the FOT_HiRes patch.exe in the Fallout directory. Double clicking HiRes patch gives a message "This will patch/unpatch ......." I click OK and for a brief moment I see the Windows cursor turn blue circle and then nothing. Nothing happens.
I have no idea why. I checked that the BOS.exe is not write-protected. It isn't. HiRes patch runs as administrator. The only thing of note (perhaps): I run Windows 7 Ultimate Korean.

After the patch has been activated, open your game, go to options then resolution, it should give you a list of resolutions to choose from if it was successfully activated.

If you send me your BOS.exe and FT Tools.exe I'll see if I can get it working.
