I saved the mayor, her daughter, and the people in the generator building. I found the tunnel to the barracks and when I got over there and cleared the area, the center cell wouldn't open no matter what I did, including putting a det. pack and two pieces of C4 on the door. Where can I find the key?

there is a switch on the north wall... you can get a neostead combat shotgun in that cell
