How do i equalize voice and sound effects in movies???

God fucking dammit this has inconvenienced me for years, i can't believe i haven't got an answer yet..

Media player classic somewhat corrects this by selecting the "normalize" option, but it's still hindering.

I'm running win xp and have a set of plain stereo speakers, so how do i make the volume of voice and the volume of sound effects equal?
