Did you try reading the readme files?
What mod are you trying to install?
There aren't that many mods for Fallout 1 actually, and many of them are in Russian or Czech.
If it's your first time playing the game I would recommend only the Patches part of FIXT.
You can find FIXT in one of the sticky threads in this forum, it has a super easy to use installer.
