How Do I Use Body Part Targeting?

This is probably painfully obvious, but I've been scouring message boards and FAQs for about two days now and I can't seem to find a way to do it. When I left click my weapon, get the red cross-hair, and left click on an enemy (with a gun), my character just does the shooting animation. So what's going on?

Right-click on the weapon to change firing modes. It should be in the manual.

The manual is a PDF file on the disc.

Though if memory serves you had to pick a specific perk to allow bodypart targeting. Don't remember what exactly.

Nope. The only thing which DISABLES that is the "Fast Shot" trait.
