How do you fix the rainbow colors problem (Steam)

I know it's a frequently brought up topic but no amount of searching has been any help to me. Fallout 2 worked like a charm, I just did the restoration patch and it got everything I needed added to the options menu. I used to have these from GOG but I decided to buy them on Steam, I don't have the GOG installs anymore but I had the games working perfect. With Fallout 1, the rainbow colors are not going away.

My problem would be that they say to use the teamx 2.1 EN patch and because how old the topic is, the link doesn't work. I did try several different patches from the files section here and a few versions of the High Resolution patch but it isn't working. In that topic they mention changing the name of my Falloutw.exe which I've tried but no patch I've used has anything to do with Falloutw.exe, I just see stuff that goes in the Data folder. When I try f1_res_patcher all I get is this error:

I've never had this problem before. What do I need to do to get the high resolution options to display on the menu? There is no settings anywhere on there and in game the preferences don't have anything to adjust the graphics.
 
Pretty much the same as me mate, but i got the high res file installed and it still didn't work when i switched the game to 16bit colour.
 
I had this problem last year, and I used the fix from the Interplay forums here and it worked. Scroll to the bottom for the dev fix.
