How does the BoS (or at least the Eastern faction) survive?

I'm playing BoS, and there's one thing I can't figure out. How do they survive if they have to fucking buy all their weapons from the quartermasters, who seem invariably to be people who were abused as children, and hate the world? Honestly, the prices are beyond exhorbitant!

They replaced Fallout 1 and 2's quest system of "go to Agnetha the barmaid, get fish cakes. Take fish cakes to Shepkie the butcher, who is in a town 25302359023 miles away, and give him the fish cakes, he will give you the spoon. Then go to the Ghouls in another town 235072303429 miles away who are living in a disused spoon factory, give them the spoon, they will make a mold of it and begin creating QUALITY SPOONS once more. You will get 3500 experience and a SPOON LAUNCHER" with "go to General. Get mission. Go on mission. Pick up everything the enemies are carrying once you kill them. Go back to base, sell everything you picked up to quartermaster, spend all the money you just got on 2 9mm bullets and a slice of ham".

The idea is supposed to be that you have to prove yourself worthy of high-end, rare equipment by collecting lots and lots of low-end, crappy equipment.

yeah just try to sell them stuff they don't already have you get more money for that.

The only stuff that isn't staples like ammo (which the stupid quartermaster never has enough of anyway), medical stuff, etc, that I ever need to get from the quartermaster are the occasional weapon for NPCs, and some stuff late in the game.

Frankly, I think BOS should be patched so that over time the stuff that the quartermaster has multiplies, ESPECIALLY ammo, stimpacks, grenades, etc, and MORE new stuff that you didn't sell him shows up. I mean, jeez, even guerrila armies nowadays can buy loads of weapons. Why not the BOS?
