How hard is it to add new traits?

I've never really moded before but I'm think of trying to add some basic traits from fallout 2 into 3 as suitational traits, Berserker and childkiller seem like easy ones to start with. Is this doable for a newbie?
 
traits are perks. to make them behave like traits, you need a scripted UI that pops up at the start of character creation. there's a few issues (problems) with doing this during the tutorial too.
 
Sorry my bad, I guess when I wrote my post I was thinking about how they were trait in fallout 2 in this game they would have to perks thought. As for how I am thinking of making it work, take childkiller, if you kill 2 or more kids you are given the child killer"perk" which will cause bounty hunter to attack you from time (just like in fallout and fallout 2) should be easy enough given how regulators and talon company attack you coming out of buildings subways etc. If where to copy the older games exactly, at higher levels they would have t-51b power armor. Berserker would work simlarly, after killing X amount of "good" poeple, your charactor would get a bonus in speech and barter when dealing with "bad" charactors like Smiling Jack at evergreen mills or slavers at paradice falls, and a penelty in speech and barter when dealing with "good" charactors.
