How long is a gametick?

Where'd That 6th Toe Come From?
Going through razlo's script files trying to translate his dialog trees' requirements into plain english for the fallout1 recreation mod (www.fallout3mod.com </plug>) I came across a stumper of an issue:

game_time_advance(game_ticks(1200 * damage))

I asked my fellow modders, and even asked Chris Taylor but none of them knew or could remember.

Does anyone know the exact translation of a gametick to ingame time? Is it a minute? Half a minute? pi r2?
 
A tick is 1/10th of a second, so 1200 ticks equal 2 minutes.
