How to find Vault 13 as a stupid character?

I'm trying to find Vault 13 as a stupid character, preferably without using Mentats.

I've cleared out Vault 15, but I can't use the computer because I'm stupid. I did Westin's brahmin job, but my Outdoorsman skill wasn't high enough to follow the Deathclaws. And I've tried talking to Saltbeef, who sends me to Doc Jubilee, but Jubilee just tells me to go talk to Saltbeef, and neither will let me buy the map. He doesn't drop it when he dies, either.

Is my only option to use the Mentats I got in Broken Hills and either buy the map or use the computer? I think there should be a way to find the vault without them!

I'm using the RP version 2.3.3.
 
I've read the guide, but it says in the Stupid section that Vault 13 can be found in Vault 15. Is Per wrong then, or am I missing something?
 
What about the doctor in NCR, or those Deathclaws when you watch the Brahmin? Usually, those are other options to find Vault 13. I'm not sure about doing that being stupid, though.

I think he means IF the skill requirements are met as described in previous sections, no matter how low of your IN is you can find the location of V13.
BTW, the computer in Vault 15 is a roll check against science skill (BSCOMP1.SSL). Unless your science skill is 0% or lower, there's always a chance to pass the check. You just have to try it more times.
 
Aha!!! Thanks. Mine's at 22 because of books from the Abbey. I guess I'll keep trying!
