How to use GIMP or Photoshop for Fallout 2 FRMs?

I think someone made a guide on how to use it and the palletes provided for both and how to convert image to frm. But unfortunately I can't find it anywhere on the site. Could someone help me with the process?

*AFAIK there are 229 regular colors, and the rest are used for palette animated effects.

You can get the palette of anything (that has one) in Photoshop by looking in Image>>mode>>Color Table.
That can be accessed on the swatches panel as well; by saving the color table, and loading [replace] it into the swatches panel.

Download the FRM Animator. Use the tool to convert frm files to bmp files. Edit the files in whatever graphic program you want to use. If you've increased the amount of colours, or fucked up the palette in any other way, or if you created your own graphic from scratch, simply load and apply the *.act (colour palette) file that comes with FRM Animator and be done about it. Save the image in bmp again, use FRM Animator to convert the file back to frm.
