How would one go around to create a new Race and/or Style for RP/Sfall?

Hello, first off I am new here and to Fallout Modding. But I am interested in starting with modding it, mainly SFall and RP.

Now, I have no idea how to create a new race or style for an already existing race, is there a tool for that or is it done by script? If so can anyone point me to a tutorial on how to learn said script or tool?

You could try looking at the examples in the Restoration Project, inside the "Appearance" folder of Fallout 2's directory.
