you should be able to put comments in it with # as its interpeted(or how ever it is spelled) by apache the same way as httpd.conf so just try add a # at the beginning of a line and see what happens.

Exactly what would this comment do? I don't see how it should speed up loading time.

Oh no, it's not for speeding up loading time, but it's to make it easier to understand what is going on. I want to use it to be able to remember what IP goes to what person I've banned.
