You mean that HTML is incredibly insecure?
No, no it isn't. In fact, HTML is incredibly secure since you can't do anything with it. It's just a mark-up language, essentially it only serves to show the world what you want it to see.
Insecurity of a server is based on what is running on the server and how it is configured, using HTML has jack shit to do with it and will generally make it a lot more secure than when you have a poorly configured PHP server.
