I can't leave new reno commercial row?

What version of Fallout 2 are you running? You can find it on the main menu screen.
If you're not running Killap's unofficial patch, I'd install that. It fixes most of the bugs in FO2. May as well install the Restoration Pack, as it's got the patch and the contect that got cut from the original game.
