But I looked around for it and couldn't find it anywhere.

How do you get an NPC in Fallout 2 to actually use his skill. Like, say I wanted Vic to repair something. How the hell do I get him to do it?
 
You need to do it with your character, and if Vic is in your party he should volunteer to do it himself and run over. Never tried it with Myron and Science, or any other NPC, but they should work the same way. There's no other way to get them to do it.
 
Even then, you can't be standing too close to the object you want them to work on.

When you use a skill on a device and it's the NPC's special skill and it exceeds your own value and you aren't too close to the item you wish to manipulate (and the NPC is in your party, duh); the NPC will mention something along the lines that he'll help out and run over to use the skill on the item himself.

Obviously once in a dialog this can't happen since he can't "run over" to use the skill [for scripter knowledgable, it isn't necessarely the player using the use_skill_p_proc, albeit if it pops up a dialog you'll still want to refer to the player stats to make the decisions].
