i wonder if a software which permit to directly modify .dat fallout files exists?

it would be more simple to correct .msg files (translation mistakes for example)

AFAIK no.

The DAT2 file format is comparable to zip files. That means easy direct modifications aren't possible without recompressing the whole archive after that. Your best bet is extracting the two DAT archives and simply copy the modified files after that into your Fallout\Data folder.
