I need help with Fallout 2 Map Editor

First time out of the vault
Hey i'm working on a map and I got some bandits in it and stuff, but I don't know how to make them attack, they only attack if I attack them first.
 
Wait I think I understand it now. But what I don't understand is how I link my city togheter with the whole map and decide where its gonna be and that stuff?
 
ColJacks Adding maps and Exit grids tutorials are the key. FSE is the key for all the rest.
