Now, the title of the editor is f2se, and it allows me to change my inventory, stats, and has a section labeled "GVARS". Now I have no idea what these do, but I do know they have to do with quests, addictions, and karma titles, etc. And I need help as to how to complete quests with this. Preferably the "Kill Westin for Mr. Bishop" quest. Any help would be appreciated.

Get the Fallout 2 mapper and check out the scripts it comes with, especially in the Headers folder. Global.h holds the names of all the global variables. Other files like Newreno.h hold details on what individual variable settings mean and what the individual bits in bitflag variables signify. Sometimes you may have to dig around and connect the dots for yourself, and often just setting a quest to finished doesn't mean you will get all the effects that finishing the quest properly would.
