I need some help with basics in Fallout.

Hello everyone, I have finally decided to play Fallout 1 & 2 after playing 3 & NV and I need some feedback.

1. I'm looking for some kind of a tutorial that could show me the basics of this game (combat, quests, everything), does something like this exist?
2. Is it possible to change the resolution of the game?
3. Is there any mod that could add some high-res textures?

Hi Res textures don't exist, these are 2D games, there are no textures :D
There are Resolution fixes for 1 and 2, though.
They are pretty much essential as they also fix the bug that newer machines produce, wacky colours.

Well, both Fallout 1 and 2 start with some kind of tutorial levels (entrance cave and Temple of Trials), but they are not tutorials per se.
The tutorials are in the manuals, actually, so if you have them you should check them out. They describe the first steps in combat and all the mechanics.

I think Fallout 1 and 2 are very much learning by doing. Don't let dying a lot or fucking up your character dicourage you, that's how you learn.
The mechanics aren't extremely complicated, you'll figure them out :)

Unfortunately it's digital version of the game (on Steam), so I have only a short text file with some instructions about gameplay.

If you're smart you can probably figure most of it out on your own. I figured most of it out in under two hours at 12 years old and I'm not exactly all that smart even today. One thing I can tell you though is that right clicking your weapon in the HUD will switch to Aimed Shots mode, what VATS was based off of. I beat the first game and played the second for about 10 hours before figuring this out accidentally
 
Then email Valve and ask what the heck they're trying to pull selling you games with no manual.
 
Are you sure the manuals are missing? Did you right click the games in your library for the "View Player Manual" option?
 
I just got the GOG version when I could not find any solutions to the whacky colour problems (reminded me of the ending of 2001: A space Odyssey) and it's already patched with no problems.
