I probably shouldn't post mumbling stuff...but....

Well since you showed such an interest and it just an idea...
-multiple servers, some restricked to non-incredibly stupid players.
-building your own towns. this would give the game one hell of a survalist feeling.
-PKs don't matter. they are actually quite good, they're like raiders or something- in the words of Nicole from the followers of the apocalypse 'most people live by the gun'
-food. this way people would have to band together to stay alive and farm.
-i can't think of a traveling system. Any ideas?
maybe just walking. maybe more cars?
-oh yeah and make it so you can see your car moving.
-as for combat, only have SOME people in combat at a time. The rest are in real time and could join in if they won't to. I call this Sectional combat

Survavalist? Whatever...

Well, about the PK'ing, we all know it adds to the feel but newbies would hate a game that shoots them wherever they go. If each level gave only 5 skill points instead of 15, maybe... and if the n00bs could start in safe towns with little dungeons for them to level up the first few times... I mean, working your ass out at the gym won't help you much when you have a railgun sending a bullet through your brain, but if that aspect is too overexaggerated, you'll have no incentive to go out and level up. What a working FOOL is all about is, simply: BALANCE, IMHO. Balance between issues such as power-leveling and newbie-bashing, etc. The right solution to the PK problem must be come up with in a way that raucous murder IS allowed, but who'd want to play a game where power-levelers take your items? Well, how about saving items? That's kind of stupid though, because then you'll have power-armored guys popping up all over the place. BALANCE!!!!

FOOL's ideas don't ever become good because FOOL supporters are usually too lazy to go get an ezboard of their own and they want to discuss their ideas in public. If this was allowed to happen, yes, the ideas of FOOL would become great and the aformentioned equilibrium MIGHT be obtained, but there are too many idiots who talk about BS like how it should be like UO even though they've never played UO and waste valuable board space, which PO's the mods and admins who retaliate by saying "NO MORE FOOL, GET AN EZBOARD" which means that only a few people, if any, will go get one, which leads to very little exchange of ideas and extreme boredom among posters, who will give up and abandon the whole thing.

Therefore, FOOL will never succeed until someone can come up or try to with the balance between issues and not piss off mods *cough*xotor*cough* to the extent that they not allow those on the verge of discovery to continue their attempts.

Personally, my wish for Fallout online is a simulation of a real world. Towns, teams, trading....kicking Raider ass..*grin*

Towns should be nuetral grounds..ie, NO KILLING WHATSOEVER! Well, if you can super-stimpack, that's okay..

Here's a twinkie..if a player has got little perception, the areas after say..30 paces will be unvisible..black. He can move around..but if he's blinded, he literally IS blinded. So he can be SS'd.

Trading. We can have AI traders...and players.

Killing. Here's the problem. What if seven people meet at the same time..and they've got the same sequence number? Real time really is the way to go..
It's Fallout Online. If you want an bleedin'-edge RPG, play Fallout 3.

what if...

What if there was a server, from right here. NMA. The mods could act like a deadly police force, where they hunted down and killed murderers. then banned them. Maybe if it took place on a small island that could take care of travelng. And you could somehow transfer your character to other islands.

About your Ballance thing eightball...

I reckon that the Fallout damage system is plain stupid as it is, A head shot should Always kill, unless blocked by a helmet.
Well, the mods would be a big thing right, so if they helped out newbies... like mecenaries or something.
PKing isn't so terrible. It's realistic.

Actually, I'd like Multi Player too, it would be sweet, here are my ideas, first up Servers: Ok, now you could make a World designer or something, and make it really simple to use (I play a game called Blades of Exile, and you can make worlds, but it's kinda confusing, but possible) like, you have a screen where you design the terrain, put in baddies and such, give re-spawn rates to all the baddies, and then to make 'em talk just access a menu where you edit dialogue, the you can make the out doors, make town entrances, everything, and then when the expansion is released just have a couple servers, then like every year or two have a server contest, and the person with the coolest server gets thier server world used, or of course, just have a bunch of premaid server worlds. Second:Combat, now since people could just sit and wait and waist everyone's time, you could have 10 AP and they just went down no matter what you did, one by one, and during those ten or so seconds you could shoot as many times as you wanted, or you could use the original system, and if somebody sat around and did nothing they'd only have one minute to use up thier AP, and if they stopped moving and just sat there, trying to waste people's time oops! Thier turn was skipped, now how did that happen? 3rd Newbies: Lets say some newbie just joined the game and every body is wearing some sort of armor or another with huge guns and everything, they would have a nuetral town, and if somebody tried to shoot Bob the newbie it would say something like 'Oh my god! Strange forces have turned your shot around and directed it at you!' And then let the bastard newbie PK get hit, but take away all his AC for that one hit, ta-da! Nobody wants to shoot newbies anymore in the nuetral town! 4th Trading: In the nuetral town I just discussed you could put empty buildings all over the place, and then have PCs buy the places, for a bunch of money, then the PC draws up a crude plan with BMP. or something and E-mails it to the person who sold the building, and then after the patch the building would have all the furniture and stuff in it, but no items, then people could also have houses, with locks on them, and the person would have the key, or maybe just being that person makes it so you can open the door, and then people could burglarize the joint, break stuff and then leave! And just for fun you can hold little weddings and crap between PCs, then the rings would wiegh nothing and you never lose them unless you get a divorce, then both spouses would be able to track the ring, like you use it and it says the ring's location, like 'Your Ring's Twin is in Broken Hills', one thing fun to do would be get a divorce, take the ring off and put it in a tight space, so if your so called spouse wanted to kill you you could then hide after ditching the ring, then when he/she comes to kill you come out and kick his/her ass! And then you could have buildings in other towns, and even for a sum of money (like 10k)have a ranch added some where in the waste, then the real estate agent tells you where it is, you go there, and voila! A new town, only a lot smaller. And then if people have already explored that place before it will not show up until they re-explore it. 5th Exploring Outside: When moving around outside it's just like the original game, eccept when someone gets within eight spaces they show up green with their name under it, and if you both get half a space away you encounter eachother, and can ruthelessly kill eachother or deside to group or whatever. 6th Skills: Ok, first get rid of gambling, or make it cost an insane amount of SPs, because with it the PC has unlimited cash, sneaking would work like this; normally you can see every body, even behind walls, but if a PC was sneaking around with an OK sneak skill you would not be able to see him through walls, and if the person had a really good sneak skill you would only be able to see them when they got close, and if the person had and insane sneak skill when they got near you the only thing you'd here would be foot steps or something. 7th Grouping: It could be something like you right click on a PC just above the cancel icon would be an icon with mutiple heads next to eachother, if you select it the target PC would be givin the choice to you join or not to you join, if they say join then when you move around on the world map you would have a blue thingy representing your group, then the guy who recruited the other guy would decide where to go around on the world map, and the guy who had been recruited would have a button below that list of towns you get saying disband, so if he needed to leave the group he could, then when they found a random encounter the person with the most Outdoorsman would get the dice roll for it, and if they get in a battle they both fight with the combat rules mentioned above, and Exp would be gotten for whatever you killed, it would not be pooled, and food would be good, like Iguana on a stick would be one unit of food per piece, and since a grown warrior/warrioress eats big amounts of food for every day out on the wastes it would be 24 units of food, and in towns 12, but you food depletes over time, and then water, you could have jugs, like the ones you get from Arrow Head, and those would wiegh a lot, and lasted you 8 days, and small flasks lasted you 1 day, but wieghed nothing, and if you have a car everything lasts twice as long, and you go twice as fast, and time is always going by, but if you sit still time will keep going, and you know how fast days go by in Fallout2 right? So we just lengthen days and keep travel time at it's usual speed, and ther it is ladies and gentle men! A way to actually survive the wastes, ok now it's four in the fucking morning so I'm going to sleep, tell me if I missed anything, I'm pretty sure I did.

This sounds suspiciously like something like Ultima Online, or Everquest. Personally, I would not like to see Fallout head in this direction. In Fallout, you should not be able to buy homes and "ranches." The whole genre of Fallout is the lone traveller wandering the wastes. (Fallout 2 kinda messed up with the buddy stuff)

Combat, if Fallout should go Online, would never work with the 10-seconds per player turn. What if you have 20 people in a fight? I don't want to wait 2 minutes for my next turn. The combat should be real time, or CTB. (I like CTB)

Don't turn a good thing into an Asheron's Call or other boring game.

- Anti PK: Special map areas, i.e. the boneyard, fence area, PKing NOT possible, or like Everquest (never played that, read it, don't kill me, I'm vowed not to fight back), having an entire continent (Make that an isle or a terrain cut of from the rest of the world by mountains), only allowing players with a preset MAXIMUM LEVEL, meaning that in the first area, after you reached level 8, you'd have to leave. PKing is allowed in those areas though.
- This is the wrong board guys... (Just making up excuses in order not to have to read those stories all over and reply sensefully.)

SCENARIO

Two characters go to combat, option 1, everyone within a certain range go into combat or option 2, there's a combat option, with that switched of one can't fight.

1) Helpless peasants (yaright) get caught in the middle of TB, only options, run out of range or fight till the end, but since these chars automatically jump to combat, they'd pull people into TB mode in the same range surrounding them. Or, if that doesn't happen: What if combat takes place in front of the only door into a casino or bar, noone will be able to get in or out as long as combat lasts... There will be (few) people who enjoy blocking people's path this way.

2) Or only those who actually wanna fight go into combat mode: 3 men in TB, common thug arms plastic explosives and places them near a fighter, or better yet, in his backpack... time is ticking... one turn in 5 seconds in game time, however, outside combat time goes on as usual... so, no matter where the bomb is:
1 - Sudden Death
2 - Game crashes or desyncs, desyncing would be a LETHAL bug to a MMORPG.

So, you see, NO TURNBASED. Either throw 2000 assholes into TB at the same time, or none of 'em.
