Idea for a FNV radio mod

I've had this idea to put a new radio station in Fallout New Vegas. Akin to DETH 98.1 from Project Brazil and along the same spirit. 97.5 HEAVY. Playing the best of Hard Rock and Heavy Metal from the 1970's through the 80's and 90's (and some stuff from the 2000's and 2010's). I also wanted to make the station a physical location and a bit of a quest to it. At least over 35-40 songs on the radio and advertisements across the Mojave. So if I wanted to do this, how would I go about doing it?

First of all you need the FNV GECK. It is a crappy piece of software but it is the best we have available for stuff like this.
Then you probably need a sound editing software so you can encode your songs the right way (there should be tutorials around for that).
Actually there should be tuts for making radio stations too...

Then you need to learn how to construct your own interiors or something like that, you will also have to learn how to make quests and dialogues and probably NPCs (assuming you don't know how to do any of those things already). It will be a lot of work to pull something like this together and will involve learning a lot of how to use the GECK, so I hope you're really motivated about this project.

Well I know how to make quests in GECK. Say what if I wanted to do like the other radio stations and throw in the news or take a break in between songs would I have to throw in my own voice or have friends who want come in and lend their voice?

Well, you would have to get those voice sound files from somewhere, and if you intend to legally distribute your mod you can't use copyright material so the best way would be, yes, having you or someone else record those lines for you to put into your radio.

Any kind. If it is copyrighted and you do not own or bought the rights to use it on your mod then it is illegal to distribute your mod.
Sites like the Nexus will remove your mod and probably ban you if they find out for example, you could get some nasty letters from publishers, record studios, etc saying for you to remove the things from your mod or legal action will ensue. Stuff like that.
I don't know how probable that is to happen, but I have seen it happen before and it is usually not very good for the author or his credibility.

That also includes songs?
 
Better to just not use a physical location sometimes especially if it is a radio station. The inevitable "Can you move your location so it works with New Vegas Interiors?" would be enough to at least warrant a look at the popular mod locations.
