If Fallout was cyberpunk instead of Retro futuristic?

Do you think the Great War would still play out like it did? I mean the tech would be a helluva a lot more advanced. Androids, eco friendly cars, enormously high skyscrapers, solar panels on top of the buildings, liquid body armor, nanomachines, virtual reality on a massive scale, the internet, massive production of plasma based weaponry and plasma shields, colored in television. I think China would be far less Maoist and propagandist like its modern counterpart and would enjoy and meaningful and fruitful relationship with the U.S up until the Great War. If China's not the one to launch the nukes then it maybe Russia instead. The Vaults would still be made and they'd be made on the most massive scale possible and would probably be gigantic underground cities stemming from the top to the bottom. Well hidden as well. Made with the best tech of the time in 2077. How do you think a Cyberpunk Fallout would play out? Do you think it'd still be the same?
 
I think that you've answered your own question in the OP.

HOWEVER, what came to mind first was hacking/conversion of enemy AI being a central part of the wars and subsequent squabbles between different factions. If advanced technology took the place of nuclear weaponry, I would expect our reliance on it to be exploited in battle as a means to cause mass damage.

Good point. I'd think it'd be like Black Ops 2 with drones and androids possibly turning against us do to a Chinese AI infecting virus
 
Depending on your point of divergence in this Fallout's timeline, the future could also look like Robocop (the Paul Verhoven one, not the modern garbage remake).
