If I postpone perk at lv3

You must take a perk before you become eligible for the next one. Once you reach level 6, you will only be able to take one perk earned at level 6. The level 3 perk opportunity will be lost.

If you use sfall in any kind of way (like the unofficial patch or the Restoration project), you can save your perks for later. Just choose a perk, then close character screen and when you go back again, you get to choose another one.

But if you don't have sfall installed, then like Richwizard said, no you can't save them for later.

I once played F2 until level 12 before choosing my Perks. I'm not sure if there was any real benefit in doing so though.
