Fallout 2 mod I'm looking to start modding Fallout 2.

I watched Quantum's videos on the matter and I will be sure to rewatch them a thousand times over, I know the basics like what to download and how to mess with things on the map editor but I am curious, what resources or directions should I look out for if I wish to get serious in the Fallout 2 modding scene?? I know there is only like 5 people that will ever play any mod I make but I really am passionate about the topic, albeit I find it hard to truly stay invested in things long term (besides my sole autistic love that I have loved my whole life, Fallout) but I've been a fan for ages and I thought it was time I stopped consuming and made something of my own for once. I'd love to do an overhaul but that can wait for when I understand what I'm doing better.
 
I start by finding something I want to change, and figure what I need to do to change it. Making mini mods is a great way to motivate yourself to learn, because they're not so big you're at a loss where to start or end up giving up because it's too much and takes forever.

That said, once you get some skills, it looks like there's a lot of big projects going on here that might take some help wherever they need it. I'm new to Fallout 2 modding myself, but in the other game scenes I've been in, the big projects usually like to see a small showcase of your skills before they'll take you on though--which brings us right back to making up some mini projects for yourself first.
 
I'd just start out by 'modifying' some things. Just as Stuporstar said. Just change things, and have doing that, and as you do it, you'll begin to understand more about what it would or will take to go further.

Yeah these guys are right.
While making a map with a few critters on it is relatively easy, scripting is going to be the most difficult part of making any mod.

My feedback:
Try to make a small map, with just a couple of NPCs, and script some basic dialogue for them.
Try to add some global variables, local variables, and map variables, and see how they work in a script.
Then try and get the mood system to work, preferably with a talking head (doesn't need to be a new head, old ones are fine).
Finally, try and make a small quest (can be dialogue based, or fetch quest, or kill quest, whatever) and give the player XP for completing the quest.

There's a whole bunch of stuff you can try getting to work just in regular game scripts alone, but stay away from "global scripts" until you feel more comfortable with the syntax and know how to look up stuff on the sfall website.
I'm still trying to write scripts for scripting tutorials I want to put out on youtube, but I'm at the point where there are so many details that actually making a video takes waaay longer than before.
