Probably, but it'd be a whole lot of effort. In non-english countries, they just localized all the audio in the local languages. Here's the Japanese version, for example.

I'm making a non-official localization and I don't think I have the means of recording voices. 
I'd rather make the radio broadcasting subtitled if it's possible.
