Is Skilled the antichrist?

Consensus indicate that the Skilled trait is terrible and should never be picked, but is it true? I remember one of the devs (don't remember exactly who, nor do I have the quote at hand) saying that Skilled wasn't without its upsides and that it's severely underrated. What are your thoughts on it? need it or keep it?
 
Skilled is useful for pacifist characters, as it seems the best perks are only good for combat anyway. Plus, you’ll be getting less experience from combat encounters, meaning less levels, so the increased skill points per level could help balance that out. The only issue is that most non combat skills don’t need to get as high as combat skills anyway, so you’re not seeing THAT much benefit.
 
Skilled is ideal for stupid character since it compliment the idea immensely: stupid character OF COURSE has longer time to gain perks. Also it provide extra SP per levelup which was sorely lacking for low INT stupid character and one major reason why people dont like to pick this build, dialog or not.
Even so people dislike the SP penalty so much they dont ever pick low Int Skilled.
