Is the L.A Boneyard an NCR City?

By 2281, the NCR controls all of California, including the Boneyard.

One would assume they would probably have a settlement inside the Boneyard, but I take issue with this idea:

First of all, as the name suggests, it's full of old skyscrapers and is densely populate by titan buildings (At least,the deeper parts we don't see in game, as it seems that the places we do see are on the outskirts/suburbs)and would probably be incredibly unsafe to live in, and the amount of wreckage would make everyday navigation difficult and cleaning up the Boneyard seems more trouble than it's worth.

So, I'm guessing the NCR probably only has a settlement like Adytum within it's control, and the inside of the Boneyard is likely populated with prospectors and outlaws.

Actually, I could see it as being an excellent safehaven for NCR outlaws, a dense urban jungle that is filled with dangers and mazelike ruins, out of the NCR's major control.

Also, a final offtopic question:

Since we see it's actually surprisingly easy to reconstruct a car (I'm not saying it's really easy, just not the impossible task many would assume.) and I'm guessing the main obstacle with having cars is rubber for tires and roads to drive on, I know that the NCR has slowmoving bulldozers or tractors working, but what about military jeeps or normal cars? and if they did, how widespread would they be?
 
I think only Adytum, Follower's Library and Gun Runners have some life. Adytum probably joined the NRC and the Follower's Library alongside with the Gun Runners have some independence but still needs NCR economic support ( especially the Followers) to keep running.

Outlaws probably occupy some parts with less debris and away from the main routes. They probably look alike The Insurgents from Spec Ops: The Line: living in the heart of the city, travelling through ruins and having houses in basements. The main problem how they survive, probably the main source is stolen goods from caravans ( that would mean a lot of bounty hunters, ncr rangers, caravan guards in the main routes due to the constant attacks on caravans), little farms with vegetables and animals or rely on scavengers. There would be no energy and possibly no medics. It's not exaclity a safeheaven but is still something.

I believe the Gun Runners became just a proper company within NCR, not independent from them, either politically or economically (NCR military and police force are probably their biggest clients by the Fallout 2 time-frame and forward). Other than that, I agree with you.
 
The NCR is big. The NCR is also strong. I think it's well within their capabilities to fix up a bit of the Boneyard, though the sheer size of LA probably prevents it from ever being totally repaired

For sure it isn't completely controlled by NCR.

IIRC, McCarran airport has military trucks there, which I doubt are pre-War (why would there be military trucks in that number on a commercial airport?).
Most likely NCR drove them there, and uses for transport of goods/troops. They did seem driveable.
 
House mentions that the airport was already fortified before the war. The trucks could be part of that. But I agree they're too many for a fortified airport.

Yeah, the whole TWD meets FO is stupid but I still think that a Governor like character can exist in the Fallout world.
 
It is too late for a new zombie game now anyway. People are slowly getting highly fed up with the setting.

If the airport was fortified, it's another thing.
Still, I don't see a reason why some of those trucks, given that they're in pretty good shape, aren't running. I suppose "transporting" troops on foot and goods on brahmins is hardly the best way of holding a front.
 
Well, I only watched the TV series but I prefer the one from the comic. I heard he's more cruel than the TV one.
 
Yes, he's far more cruel in the comic, and contrary to the TV series, the comic doesn't explain why he's like that, so he looks even worse. Those explanations are given on the books for the comic's character.
 
Considering the NCR can begin laying rail into Nevada it would stand to reason that they have the resources to clear the wreckage of LA.

They do.

Boneyard is under Republic's control. Hell, the Republic Reserve is located there.
