Most of the objects in the game that can be manipulated or are active are "entities" (characters, armor, vehicles, doors, lamps, etc.) Once a location's entity records are initialized, when the game is saved, a copy of that entity has been saved along with the rest of the objects in that location. If you've ever used the bundled entity editor to change item properties, but your changes didn't show up in your current or a previously visited location, this is why.
FOTgee will modify any existing value -- including the count of items in a stack, unfortunately I never got around to being able to add values or add/import new entities into a location or inventory. I have a fairly good idea how it can be accomplished, but it is a non-trivial amount of work. IIRC, in the source distributions, I've outlined what needs to happen in one of the NOTES files.
The only difference between my last update on that page and now is: 4 months of flu and (so-far) I've survived the 5th round of layofs. Work is not a happy place, consequently I've had little time or energy to move FOTgee along
On the upside, it's Open Source (GPL/LGPL), and compiles for both Win32 and Linux
