The Overseer's office isn't really clearly marked.
If you're past Butch's mom you need to continue onward. Basically, there's only one path you can take. At some point, you'll come across your romantic interest being interrogated by the Overseer. Walk past there and the Overseer's office should be to your right not that much farther.
