Is this a bug?

My game is patched...I've encountered "merchant" "trader" and "farmer" special encounters in the waste. None of them ever speak to me or barter with me. Am I missing something? I can kill them and loot their inventory, but otherwise, they wont interact with me at all. When I place the pointer over them, it gives me the talk icon, but when I click, they turn to face me but never say anything. Bug? Or just another stupid "feature" of the game? :-(
 
The Farmer traded with me but not Merchant. Never found the Trader.
 
Hey Greymon, sorry to say, I believe you are have a bug there. I have found all of those encounters and yes, they all traded with me. I good way to get those items they have however, is just have a good "steal" stat on one of your chars and simply rob them.
**Note: use your quicksave!!
They don't say anything interesting, so don't worry about that.
