Is this possible? (About the Divine Favour Perk)

Get bend the rules (the one that let u pick any perk avalable to ur race) then get Divine Favour. If this work it will save u a lot of points on charisma.
The question is, does it work?

Probably it would, but i belive that the Break and Bend the rules aren't working properly.
