I've been using vic as a mule and now he won't give back.

Fallout 2 question, obviously.

I was using Vic to store my excess guns and illegal stuff since trying to get into Vault City, since I've been stealing anything not nailed down. Now, whenever I try to get anything back through trade, he says "I can't carry anything more" even though he's giving me stuff only and I know I have room to carry more.

Bartering while I've told him to stay at one spot still works but that's not very feasible since I need to give him even more stuff to get him to give me stuff.

Anyone know how I can fix this and get my stuff without killing him to do it?

You overloaded him. Now, every time you try to get something from him, the stuff that remains on him after an unload still excess his Carry Weight, and he says he won't be able to take it. That's a bug, and well, you need to steal from him while he's in your party. This doesn't check the remaining weight.
