Jet bike key?!?

Does anyone know if you can actually get the bike??
If so where is the bike?!?

Also I heard from some where that the key
is used in the operation of Phil the Nuka Cola Guy's bike.

You meet Phil in a random encounter. You don't want his bike--trust me. He has a girlly bike.

absolutly no jet bike in the game looked and looked and looked.) Then I thought Aha! I'll just paruse the items list and see if it lists a jet bike. Nope! Just a jet bike key.
Hadn't heard the one about the Phil encounter. Guess I'll just have to go encounter it and see what happens with the jet bike key.
I love how it says in the description of the jet bike key
"This is a jet bike key, It was still warm when you found it!"

Well of course it was warm, It's been sitting in mike the mechanics pocket for 30 years!
