Jet Bike

I have the key to the jet bike and the message says it's still warm. So where is it?

I was reading somewhere on the net that the key belongs to the bike which phil the nuka cola guy has. It is supposed to be a special encounter.
 
I tried to use the key on Phil's bike, but no luck. I went to the encounter site, shot Phil, but nothing could be done except looting the body; although he does have a bottle of "Fusion Cola".
