I'm not playing fallout for the first time, i i know he shood be in the ghost form "up" but there's empty.I'm playing with the official 1.02 version.

I dont wan't t leave this quest so :/, it's just that bad feeling - need to finish somehow what i started.

Then you have the UK version without children. Download the children patch from the files section here. You'll have to load a game where you didn't yet visit the map with the kids for them to be there, though.
