Hi i just had a question, Ive never finished FO2, but in F01 you could increases any skill in your special by going to the BOS Medical center. Is there any way you can increase your special in F02?

Yes; strength, perception, charisma, intelligence, and luck can be increased, though it won't be available until late in the game. There are also the 'gain foo' perks that can increase any stat.
