Just how easy is Gamecube development?

IGNCube recently had an interview with Criterion, the people behind the Racing game "Burnout." I'm not a big fan of racing games, but one question did interest me:

That is rather amazing.
 
So five people full time is standard complement for a racing game?

A music/sound composer can be doubled into a programmer, if they have the dual talent. Same with a graphic artist.

The other three can design interface, physics, etc. With console tools, platform games and racers are really easy to do.

Hell, with the right tools, a single person can make a platform game, and a racer isn't much more than that.
