Kansas City trouble

On Kansas City It seems no matter what I try I can never complete the objective of protecting the Bishop. I do every thing that I can think of including standing a guy right next to the Bishop for the whole mission, yet I still fail it after completing the other two objectives of defending the cathedral and taking out the mutant commanders. What am I doing wrong?!
