It's not your fault neither has Fallout 2 erred. Kernel32.dll is an archive containing many drivers related to your operating system (OS), Windows NT/9x, it has little and simultaneously everything to do with your game. If you are receiving messages like this either it has been corrupted or you have a BETA copy of an OS on your machine. If your problem is as first mentioned, reinstall your OS, if it is the latter, obtain a full copy of your OS.

Kernel32.dll isn't a driver-container file, nor is actually "related" to the OS.

It IS the OS, it's the heart of the OS. It contains all the functions to make the OS environment compatible with the computer. When you execute a file (not only execs), the kernel is calling the file load it into memory and makes the computer understand the file.

If you have a corrupted kernel, you can throw your OS to the trash-bin.
