Khan quest bug?

Im trying to complete the kahns quest, but talking to anders in Cottonwood cove has no effect. I just can ask if he was dealing drugs and who did that to him, thats all.
Also, the Legion is against me now, so, does the regis part will work, suppossing I get in the Caesars's tent killing everybody?

Are the Legion attacking on-sight now? If not, you can walk in Caesar's tent and just take the book you need to show Regis. If they are hostile, well, you have a nice fight ahead of you.
